Where the rules come from
Florida licenses construction contracting at state level under Chapter 489, with a building code that carries hurricane provisions no other state has and a product-approval system that decides which components you are allowed to install. Local prompt-payment rules sit on top for public work.
30 authorities, 28 of them statutory, across 11 areas of practice. Every entry links to the publisher.

Derived from the I-Codes but heavily amended. Nothing about Florida wind or HVHZ can be reasoned from the IBC alone.
Florida Division of Emergency Management (State Floodplain Management Office), FEMA, and the American Society of Civil Engineers
The governing elevation is the strictest of code, ordinance and survey, and in much of coastal Florida the local ordinance governs rather than the code. This drives substructure cost, so it must be settled before a cost plan is credible.

The existing us_fl_lien_prompt_pay authority may cover part of Chapter 218, but the bond, retainage, bid threshold and qualifications-based selection provisions sit outside it and drive the public-sector payment application, cost report and procurement advice.

The retainage cap is the number a small contractor most needs at bid stage, because over-withholding on a public job is recoverable only if someone notices it on a certificate. The $200,000 exclusion matters just as much: below it the statutory protection simply is not there and the contract governs.

Whether this applies turns entirely on who initiated the contact, which is a fact the platform already knows from the lead source. That makes it one of the few consumer-protection rules that can be resolved automatically rather than by asking the contractor to self-assess.

Federal Trade Commission
Federal, so it runs alongside the Florida home solicitation right rather than instead of it, and where both apply the contractor must give both notices. A Florida-only cancellation paragraph does not discharge the federal one, which has its own prescribed form. This authority applies identically on the Texas side of the portfolio.
The statutory safety duties on site and the bodies that enforce them.

The one-employee threshold in construction against four elsewhere is a genuine Florida difference that affects both the burdened labour rate in every estimate and the subcontractor onboarding process.
What governs valuation, variation, retention and the reporting of cost against value.
Florida Department of Revenue
Every rate in this authority moves on a published annual cycle, which makes it a table with an effective-date column rather than a set of rules. The rule layer should carry only the posture: which county sources the rate, and what the single-item cap does.
Florida Legislature (Online Sunshine)
Florida public work is a realistic first market for a small contractor and the clocks here are the only ones in the portfolio that run on BUSINESS days from a physical date stamp. A contractor who submits by an untracked route has no clock at all, which is a product problem as much as a compliance one.
Florida Legislature and the Florida Chief Financial Officer
A rate that changes on a published schedule is exactly the kind of figure that gets hardcoded once and quietly goes wrong for years. It belongs in a refreshed rate table with an effective-date column, not in a rule.
Florida Legislature (Online Sunshine)
This is the payment-timing regime that governs most of a small Florida contractor's actual work, and it is unusual in grafting onto the contract's due date rather than replacing it. The practical product consequence is that the contract's due-date clause is load-bearing and must be captured as a date on the job record, not as free text.

The difference between the two postures is the full tax on the material content of a public job, which on a materials-heavy bid is the whole margin. A contractor who strips tax out of a number on the assumption that public work is exempt, without seeing the Certificate of Entitlement, is bidding at a loss.

This changes how every material rate in a Florida estimate is built and why no tax line appears on the owner's invoice. Getting it wrong either double-counts tax or omits it entirely, and both are visible to a reviewer.

Worth confirming precisely because it removes a real friction point rather than adding a rule. A solo contractor whose draw is held while they find a notary loses a full payment cycle, and three of the highest-value Florida documents in this pack are sworn instruments.

Site work cannot lawfully start on a building permit alone, and the review clocks on these permits frequently control the programme start date rather than the building permit does.

Miami-Dade County Department of Regulatory and Economic Resources, Product Control Section
The HVHZ covers only Miami-Dade and Broward but those two counties carry a large share of Florida's commercial construction value, and a specification that omits the protocols produces rejected submittals late in procurement.
Energy, carbon and environmental performance requirements and the schemes that certify them.

Needed because the compliance forms and leakage test reports are permit closeout documents that block certificate of occupancy, and because the climate zone assignment governs whether an imported national wall assembly is safe to build in Florida.
Florida Green Building Coalition, with Florida Statutes Section 255.2575
Statutory means the law says so and a regulator can stop your job. A de facto standard binds you because the contract adopts it, which in practice is just as binding and is easier to argue about. Common practice is what the market does with nothing published behind it, and the honest thing to do with those is record them as convention rather than cite a standard that does not exist.
