California licenses contractors by classification through the CSLB, layers prevailing wage and public-works registration on top for public jobs, and runs the largest body of state-amended code in the country. It is the most heavily specified of the five markets and the one where an unlicensed contract is least enforceable.

HCAI replaces the local building department for these facilities. The inspector of record is a named, approved individual whose availability is a real programme constraint, and the deadline for a specific hospital building depends on its rating and any extension, so read it from HCAI's records.

Useful as the backstop when a contractor claims a regulation is merely guidance. The duty is statutory, and the reduced documentation route for smaller low-hazard employers has conditions construction rarely satisfies.

Private enforcement is the practical risk, not regulator action. On renovation and demolition in occupied buildings this becomes real signage and tenant notification scope, and the warning wording was substantially revised in recent years so old signs are commonly non-compliant.

California operates an approved state plan, so these displace the federal standards. The divergences are large and concentrated: fall protection above seven and a half feet, a lead limit of ten micrograms per cubic metre, permits at five and thirty-six feet, tailgate meetings every ten working days, and an eight-hour report for serious injuries as well as deaths.

It is contractual rather than statutory, it governs because it is incorporated by reference into the contract, and special provisions amend it, so the special provisions must always be read alongside.

The DGS page carries its own warning that the underlying ENR index tracks trade labour and material cost rather than the bidding environment, that caveat is encoded as a rule, because using CCCI alone in a hot market understates the bid.

Both need reading from the regulation before any public works labour cost model is trusted.

The registration fee is the clearest must_verify in this lane, Labor Code 1725.5 sets only a ceiling, so any figure asserted from statute would be a fabrication. Coverage must precede ground disturbance, so it is a mobilisation predecessor. The larger common plan test is the trigger most often missed on subdivision and campus work, and the risk level drives most of the cost.

Local air quality management and air pollution control districts
Thresholds vary by district and were not confirmed here. The consequence is a water truck, a stabilisation regime and often a written dust control plan before grading, all real preliminaries cost to identify at estimate stage.

Liquefaction mitigation, whether ground improvement or deep foundations, is usually the largest single unforeseen cost on a California valley or coastal site. This is a feasibility-stage check, not a permit-stage one.

A live change as of January 2026. Any template, specification or subcontract still naming a HERS rater for field verification names a role that no longer performs that function.

Individual public owners (university systems, transit agencies, school districts, cities, Caltrans)
BIM in California is contractual, not statutory. The two things that reliably differ from practice elsewhere are the weight of the sealed document set, given the per-sheet seal statute, and the ceiling space taken by seismic bracing of non-structural components.
Statutory means the law says so and a regulator can stop your job. A de facto standard binds you because the contract adopts it, which in practice is just as binding and is easier to argue about. Common practice is what the market does with nothing published behind it, and the honest thing to do with those is record them as convention rather than cite a standard that does not exist.
